The southern Russian city of Krasnodar will force the street musicians to request permission for their performances 20 days in advance, providing their identity documents, after several arrests of musicians who covered artists opposed to the Russian regime, the independent portal reported this Sunday Medusa.
The local authorities of Krasnodar, a region of the same name bathed by the Black Sea, published a decree this week establishing new protocols for city street shows.
They demand from artists request your performances more than 20 days in advance and present the identity documentation of all participants (maximum six), the gender of the function and the repertoire of works to be performed.
Afterwards, the Ministry of Culture must approve the request within a period of five business days.
Furthermore, the new rules prohibit “political or agitational appeals”obscene language, “calls to extremism, violence or war propaganda.”
Artists are also not allowed smoking, drinking alcohol and asking for money.
The persecution of street musicians in Ruisa began after the performance of the Stoptime groupin Saint Petersburg, who performed songs by exiled artists Monetochka and Noize MClabeled by Russian authorities as ‘foreign agents’.
The members of Stoptime, young university students, were arrested in mid-October, which sparked a small chain effect that led to similar performances by other street musicians throughout the country, covering songs that talked about censorship in the countryamong other themes opposed to the current Russian regime.
After several weeks the young people were released and some of them fled the country.
Last week, the group’s vocalist, Naoko (Diana Loguínova)shared the stage with Monetochka and Noize MC in Vilnius as a guest.
